One number, traceable end to end
The purpose of cost engineering is to be able to answer one question at any point in a programme: what will this cost when it is finished, and how confident are we in that figure? Answering it requires an unbroken trail from the original estimate to the current forecast, with every movement between them explained.
That trail is where most projects lose control. The estimate is prepared by one team, the budget is set by another, the forecast is produced monthly by a third, and by period twelve nobody can reconcile the three. Variance reporting then becomes an argument about which number was right rather than a discussion about what to do.
How I work
Estimate class stated wherever the number appears. A Class 4 estimate carries an accuracy range that is wide by design. When that number is quoted publicly and then treated as a commitment, every subsequent movement is reported as an overrun against something that was never a budget. Stating the class each time is a small discipline that prevents a large and recurring failure.
Cost structure aligned to the schedule structure. If the cost breakdown and the work breakdown do not map onto each other, earned value is not possible and the monthly reconciliation becomes manual. Getting this alignment right at setup costs a week and saves the programme repeatedly.
Change tracked continuously. Change captured at period end is change captured after the decision. The register should be live, with each item carrying its schedule impact as well as its cost impact, because most change costs money through time rather than through scope.
Commitment, not just expenditure. Spend tells you what has left the account. Commitment tells you what is already unavoidable. Reporting the first without the second consistently understates the position, and the gap widens exactly when procurement accelerates.
Deliverables
- Cost breakdown structure mapped to the WBS, agreed before the first report
- Estimate basis document with class, methodology, exclusions and escalation assumptions
- Period cost report showing spend, commitment and accrual separately
- Forecast at completion with a bridge from the baseline, each movement attributed
- Cash flow profile and its sensitivity to the two or three drivers that actually move it
The test
You should be able to take any figure in the current forecast and walk it back to the estimate line it came from, through every approved change in between, without asking anyone to remember something.
